Muara Port as the Brunei Darussalam's main gateway for international trade is strategically located to serve the developing economies of the region. In fact, more than 90% of Brunei Darussalam's import and export (except oil and gas) are channeled through Muara Port. Muara Port was first used for commercial purpose in 1973, managed by the Royal Custom and Excise Department. In 1974, Ports Department was commissioned and took over the management and operation from the Royal Customs and Excise Department in 1986. Between 1984 to 1994, Muara Port provided basic infrastructure to enable vessel to berth, load and unload their cargo, such as the wharf, transit warehouses, cargo handling equipment as well as long term warehouses. During 1994 to 2004, Muara Port constructed a 250m length, 12.5m draught dedicated Container Terminal. The facilities available at the Terminal are container handling equipment such as Panamax-size Quay Cranes, forklifts, a container yard, reefer station and a Container Freight Station. PSA Muara operated, managed and maintained the new Container Terminal from November 2000 to March 2007. The terminal was then operated by an interim operator before a contract was signed with New Muara Container Terminal Sdn Bhd to operate and maintain the terminal from 2009 until present.

Between 2004 to 2014, Ports Department upgraded other facilities which includes the Serasa Passenger Terminal and Car Ferry Terminal which aims at establishing sea linkages and transport connectivity, a new Kuala Belait Port building, three (3) Inland Container Depots facilities at Muara, Sungai Tujuh and Kuala Lurah which were built to encourage transit activities and aims to expand its hinterland activities and to intensify logistics and distribution activities as well as to serve as a point for the regional consolidation and distribution activities as well as a new building for the Wharf and Passenger Jetty, Bangar, Temburong to cater for the passengers travelling to and from Temburong district.

Ports Department also took over the services of providing Tug and Pilot from the Marine Department.

Over the past 20 years, Muara Port has been expanded to cater to the growth in trade import and export with considerable infrastructure development to increase port efficiency and productivity, enhanced through installation of equipment and technology such as ePort system. A variety of services have been introduced, which leads to a greater participation of the private sector. Now, the Ports Department provides and operates port services and facilities with a strong commitment towards building a customer oriented service ports industry with efficient and sustainable ports services and facilities.
